Microbusiness Resilience Grant Program

Has your business been impacted by the COVID-19 pandemic?

You may be eligible to receive between $10,000 and $25,000 in grant funding for COVID relief for your micro business. To apply, businesses must meet the below requirements and be in one of the eligible Pennsylvania counties. 

Eligible Pennsylvania Counties

Centre. Clinton. Columbia. Juniata. Lycoming. Mifflin. Montour. Northumberland. Snyder. Union.

The MRG is a reimbursement grant: In order to receive funds, businesses must provide proof of eligible expenses.

Not all applicants will be awarded a grant.

Applications must be completed, submitted, and approved no later than May 16, 2023.

Qualification Requirments

  • Be a for-profit business with 25 or fewer employees located in the Central PREP Region 
  • Submit a complete MRG application and original signature page 
  • Be registered to conduct business in PA
  • Have a Unique Entity ID (UEI) from SAM.gov
  • Demonstrate significant disruption due to the coronavirus pandemic.
  • After receipt of funds, demonstrate the creation or retention of one Full Time Equivalent (FTE) Low-to-Moderate Income (LMI) job

  • You must also submit an original copy of the Application Acknowledgement Signature Page.
  • No electronic signatures or photocopies will be accepted. Business may submit signed Application Acknowledgement to the Covation Center Grant Administrator in-person or through the mail.

Next Steps

Any business may request assistance with the grant application from the Covation Center Grant Administrator.

All applicants must attend a mandatory application review meeting with the Grant Administrator to assess whether the application is complete.

Applications will be processed on a rolling, first-come first-served basis.

Determination of grant award

Reimbursement grants require that eligible businesses submit receipts, invoices, or other proof of expenses to receive funds. The award amount of grants issued will vary based on a variety of factors including (but not limited to):

  • The number of eligible applicants
  • The viability of the respective applicant
  • The magnitude of the financial need demonstrated by the applicant
  • The number of FTE opportunities created and/or retained

Eligible Expenses

Businesses may submit a request for financial assistance to offset the following expenses:

  • Payroll Expenses
  • Rent/Mortgage
  • Utilities (oil, gas, electric, water/sewer, internet, phone etc.)
  • Supplies necessary for day-to-day operation of the business
  • Marketing and/or advertising expenses
  • Job training/technical assistance costs
  • Other expenses required to stabilize or operate the business post-COVID

Grant Application Award Timeline

  • Business submits online application AND original signature sheet
  • Business attends mandatory application review meeting with Covation Center Grant Administrator
  • Business will be provided with a list of outstanding application requirements that must be met before the application can move on to Phase II.
  • Business submits documentation of all requested reimbursements, including invoices & payment receipts.
  • If all documentation is acceptable, final grant amount confirmed by Grant Administrator and communicated to business in writing.
  • Grant funding request submitted to DCED CDBG-CV fund
  • Approximately 5-6 weeks after submission to DCED, funds will be dispersed via check to approved applicants.
